I believe Edge comes with flash installed as part of it and updated with the browser. Maybe the version isn't uptodate on what you're trying?

@Jarrod1937 thanks for the information. although I have the latest update for the HoloLens, I don't see that option in Edge advanced settings.

Try visiting flashes test page to see if it is at least installed:

I wouldn't be surprised if the version of Edge has parity with the Windows 10 Mobile version, which does not support plug-ins like Flash.

As a longtime Flash developer, it's a bit of a bummer, but while Flash is still a fantastic development framework for creating iOS/Android and win32 desktop apps, Flash in the browser (like Java before it) has outlived its usefulness.

I still can't find a way to enable flash on edge for HoloLens. Especially when I need to play Flash player enable videos.

Seems to be running the same way for me, yet when I go into Flash Player and Check the compatibility it says that I have Windows 10 and Edge but when I run it as a test it says I do not. I tried to go through Google web browser and log into Pandora that way, it let me and displayed my profile and stations, but failed to launch the music and redirected me back to adobe.
