Hello,
Can anyone confirm that 3D Viewer Beta is built using the DirectX 11 APIs? It seems that it would be, but I haven't found anything to confirm or deny this.

It is a Unity project. The emulator's VHD can be mounted and if the viewer is installed its files/resources accessed that way.
That said, indeed there is no reason why it has to be. My own viewer app works as a pure DirectX app so it seems both ways are fine. But it seems the DirectX route is certainly quite rare.
