There are only UWP Holographic project templates for C# and C++, so not for now. Sorry.

I tried to create a simple UWP app using HTML5/CSS and deployed it to the HoloLens emulator as a 2D View and worked correctly.
If you need to create a full Holographic project then the templates for C# and C++ are the way to go as mentioned by @james_ashley

I presume that is to make it compatible with Unity?
The mentioned C# / C++ templates permit to create an holographic DirectX project (https://developer.microsoft.com/en-us/windows/holographic/creating_a_holographic_directx_project)
Unity is the other option for creating full holographic projects.

In order to use HTML and JavaScript, you need a canvas to draw on such as a web browser. All such canvases right now only exist in 2D views. At this point, there is no HTML view that draws a holographic view.
So the precise answer for, "can you use HTML and JavaScript on HoloLens" is definitely yes. It works in 2D views. For holographic views to support HTML and JavaScript content requires a renderer to exist, of which there is none offered by the operating system right now. I'm not aware of any libraries or tools that accomplish this at the application layer at this point in time.
perhaps you could use a unity plugin that allows a browser?
