I have the same problem
I found the solution. Go to "Windows feature on and off" and find position "Hyper-V'. It need to be checked, when you do that everything will go ok from now on
Only "64-bit Windows 10 Pro, Enterprise, or Education" have Hyper-V. The Home edition does not support Hyper-V. Installing the HoloLens Emulator will fail on the Home edition.
