Did you ever download the Nuget Package in VS solution of your unity 3d project?
So whenever I try to install a package using NuGet package, I always, always, always get this error
Am I missing anything?
I am trying to install the Newtonsoft.Json for JsonParsing because I can't use UniteEngine.JsonUtility as I have this issue

For Unity projects you need to have things in the plugins folder for it to work. So grab the the nuget package from a regular project (like a console project) and then copy the dll into the /Assets/plugins folder in Unity. Then you should have access to it.
